What accountable people still decide

Failure and abstention conditions
- Abstain when mandatory bids, current risk evidence, conflicts of interest, or required reviews are missing.
- Do not collapse noncomparable proposals into a precise ranking.
- Escalate when the proposed choice breaches concentration, eligibility, or approval policy.
